There should be people called Spam Moderators, that focus on only stopping spam, and nothing else. It would give normal moderators more time to work on other things. For example, here's a mockup I was making:
The "Mark as Spam" button is used so that once that comment is marked as spam, that user can't comment until all his comment is marked as safe.

I disagree, what if it wasn't spam and it kept being marked as spam. That wouldn't be good. You could just report the comment.

Yes, but only selected Scratch members can be a Spam Mod, and the Scratch team select them.

Well... People could still report them, and the whole point is that they won't be overwhelmed. By taking the responsibility of the job, they should be able to handle anything.
@Suggestion: I support, if there are a couple of modifications:

There's a mark as spam button along with the report as inappropriate. The mark as spam sends the notification (not the regular notification) to the spam mod. Then, the spam mod will approve it. (You might have already said this, but I didn't quite get where the report button on your mock up went, so I just said this)
How about, instead of automatically disabling one's account from commenting, it requires three of them. (one person could do three) and that way accidents of pressing the wrong comment or something won't affect, but if a person actually does three (maybe because they hate a person or something) and the person isn't a spammer, then the consequences are more severe.

But the problem is, the Spam mod can't view each individual project (as there's 2000000) over and over again, so they need the users to report spam to a spam mod.

It just seems like an extra thing to program in that doesn't seem all that useful, especially when there's a button that does the same thing right beside it.

I didn’t have time to read any of the replies, so I’m not sure if someone has already said this. This describes Moderators and the Scratch Team. It would be wasteful to have Moderators directed only toward spam. And this would cause bundles of spam on the forums because of New Scratchers asking topics such as “how can i becum a spam modurater!!!!!!?!?!??”
Or at least, that’s how I imagine it.

Yeah, we've recently been attacked by a pesky spam robot. We need to do some stuff to to make it harder for spam-robots to attack us, so we're working on it. For now, the best way to help is just by flagging any commercial spam as soon as you see it - that helps us get it all down as quick as possible. Thanks!

The spam moderator part is good but what if somebody just clicked the "mark as spam" button just to click it? That would be unfair. Example:
Comment: This is cool!
Mean person: It is not! I'm going to mark this as spam!!!!!!
Now the comment is marked as spam and he/she has to wait until his/her comment is safe.
Correct me if I'm wrong, sometimes i don't get the concept of things lol
But overall it's a good idea
