Well he is definitley over 100 years old

Over 2,000 years old. He was buried under Cardiff it was built. He was in world war two.
He was born in the 51st century. When he was about ten he lost his family. He was in WWII in his 30s(?) and went travelling with the Doctor and was made immortal. Then he went back to the 20th century stayed until the 21st century. He went back to something like 150 ad and was buried with Cardiff built over him. He was dug up by and earlier torchwood in the late 1800s-early 1900s and put in a thing for dead bodies (wasn't dead though). He was taken out in the 21st century. He was doing things for about 2 years before the torchwood series children of earth and the newest series miricle day is set in 2011.
There will have been other unknown times that he's lived for. It is immpossible to work out his exact age but I would say about 2200 year old.
