You know (or at least have heard of) hello 147 and frankfert. No? They are the guys who cheated to get to the front page. Here's some info.
Frankfert: He cheated to get to the front page by creating the "Cats" series. The first project was just a picture of a cat. The next he made a remix that was the same only with two cats. The next had three cats. The next had four, and so on.
Hello 147: Like Frankfert, he remixed his own project 40 times. But unlike him, he made projects with the word HELLO changing the color effect.
Conclusion: I need a way to stop him (one person, I think, he just made a new account) from ruining Scratch. Any ideas?

A lot of people are blaming hello147 on EVERY top remixed scam. This is a well-known issue. We do not need one more thread saying this is urgent. It is. Pretty soon the top remixed section will have to be removed. Good riddance.

and then there will be some other scam like downloading your project multiple times(unless it only counts the first time) and a loveit scam by making lots of accounts and clicking love it on a project

Should be fairly straightforward to have remixes only counted if they are remixes by 3rd parties.

Yeah, they should just remove top remixed, and then if we catch someone who did a scam we just have the scratch team delete the project (or take it off the front page )
