GIMP is pretty powerful, it just has a steep learning curve.
I haven't used Photoshop though, but I imagine it's much more powerful?

It's used for more serious stuff, but it may not be optimal and, well, casual enough to please the average user. I'm sticking with Photoshop, however, and I think that most people find GIMP better because they did not explore the whole of Photoshop's features - like someone on the Internet had said, "Photoshop costs a hundred, but most people are using 10$ of it".

It works and it's pretty much the same as Microsoft Office 2003...
...at the expense of reliability. Seriously, it crashes every minute. But it does have a recover tool...
...and it is free.
