I got flash, but it is hard to use Action Script, and I don't want people to edit my project, so I want to turn it in to flash.

Lol, I got a Pirate Copy from a dodgy market place thingy in Poland.
The idea sounds cool, because I can't possibly make ANYTHING in flash...

You can turn a Scratch file into an application:
Download Chirp
Download scratch2exe
Open scratch2exe folder
Open scratch2exe
Select the Scratch file you want to convert
Select an .ico picture (or click cancel)
Voila...

But only for windows.
And no, this will not happen because scratch is to teach programming and flash can make money.

Well, Scratch 2.0 is to be written in Flash, and enterpreted by it in the online player, too - so there's hope for a Flash file! It won't necessarily be a .swf file in it's own, but it'll probably work like the Java file does now, by enterpreting files you input.

Still means that you won't get a swf, defeating the point

Actually, allowing Scratchers to export their projects as stand alone files (that play on most any operating system) is on the list of features we want for Scratch 2.0. So I can't make any promises - but we hope and plan to make this possible!

There are many patches out there that allow you to use Flash free, but I'm pretty sure they're illegal...
i'm pretty sure mit, a college that has an emphasis on science and technology, would have a copy of flash somewhere in their servers.

So you want the people who made a online community that had also made a free program to make another program that would change the things that you made with their free program to a file that scratch cannot read so you *can`t* use a program that can`t upload it`s files to the website dedicated to scratch so other people around the world cannot see how good you`re program is without download it separately and they can`t remix it.
So you`re wanting something that would take creativity away from the world.
Have fun getting that.
well, there is newgrounds
you can upload flash programs there.

Take a look at this suggestion - it's almost exactly what you're suggesting (to EXEs, no less, but look at the comment below it):

Cool idea!
Due to popular demand, we're thinking of making the next version of Scratch be able to export projects as standalone files using Flash. That should make it possible to run your project as a standalone file on any platform.
Looks like a pretty good idea to me.

A suggestion for a new version of Scratch is that you should be able to convert it to Flash (.swf or .fla) so then you can post it in more places easier....
Flash doesn't really have the capability for that kind of thing.
