But who would use it and under what circumstances? I'm concerned that it would be another not-obvious place that moderators would have to check for inappropriate content. So that's the downside I see...what's the upside? Who would it benefit?

I see no upside other than notes for the editors and occasionally mods.

But if no one other than the OP could actually see the notes, as in they are not copied even when quoted, then there is no need to moderate the comments! You could write all the obscenities and swear words you liked and you would be the only person able to see it! If comments cannot be seen in the post, cannot be seen when quoted and do not appear in a search result of the fora then there is no harm there, it's just like saving the text to your computer because only you can see it!

Maybe it would always show for mods?
It would be good for a guide, where it shows, but goes much into detail for very new scratchers, saving others time if they can't read the whole thing but want to get the main points.

Actually, mods and ST can edit posts that aren't theirs. That's how they do the whole [removed] thing.
