I think it was moved because it was clogging up the forums.

The issue was that the moderators didn't want to moderate the TBGs anymore. The original option was to have the TBGs removed completely, but a compromise was settled that the TBGs moved to its own separate forums with it's own mods, to stay only under the condition that they remain peaceful, unlike as they were on the main forums previously before the move.

Yeah it was. There's more to it though than merely the issue that TBGs caused excess work for mods - most of us older mods thought that the TBGs often had little to no relation to Scratch and that the main forums could do without it (personally, I wanted it gone for good).
What made it utimately stay, though, was that TBGs did support an idea behind the Lifelong Kindergarten Group (the entity which Scratch is part of). Hence the compromise to have TBGs moved elsewhere.

Because most of the mods thought the TBGs had almost no relation to Scratch, the TBGs were ultimately moved elsewhere. Moving the TBGs just keeps things less cluttered on the main forums.
