Do you mean like posting topics that do not seem to be related to Scratch? Unfortunately, at this point, you won't be able to post any topics of that nature until your status gets changed to New Scratcer. But you can certainly still post topics elsewhere so long as they fit the forum criteria.
One good alternative to posting non-Scratch related topics is to create a project about your topic and post it to the Scratch website instead - that way, your project could kind of serve as the thread topic you want to discuss.

I am not sure as to the full process of becoming a full scratcher, but from what I know you just have to be active and good. As long as you do that, you should be able to post in Misc. in a week or two.

Try reading this to learn how to upload projects to the Scratch website.
Or, if you still can't upload projects for whatever reason, you can use a gallery instead. Just make sure the gallery doesn't into a pure chatroom.
