Isn't this like kanye west and taylor swift when taylor was getting her award and  kanye jumped on the stage and said "beyonce has the best video of all time"?

No, but seriously, it's nice you are letting us know of this. But I don't think I've seen anything like that here. It's a shame people that we are in charge of helping in the community might be spammers like that.  sad

Nope, I don't think that's spam - just a project from Taiwan! Often schools will have their students create and share a bunch of similar projects. It's not spam though.

Is it considered Spam if your website contains several pages about Scratch?

You mean linking to your site? If it is in any way a commercial site, then it is spam. If it's a fan site, then it's ok.

Yay spam... because I love it when someone leaves my project following a spam link to "Add yourself acting like a *" which of course has 0 Love-its and 15 Views.

The spam that was being talked about here is bad spam that should be reported.  smile

Is it really needed to upload these junk projects that there are multiple clones of?

Commercials on TV have paid to be there, and are not spam. Besides the pay, there's room for them on the commercial breaks.
There's a place to advertise projects, and it's not other projects.

Is it spam to have a link to a forumpage or project in your signature.
I don't think so, but I may be wrong...

Naw, it's better not to. Just report them and the we'll clean them up.

That actually isn't spam. As near as we can tell, it's a school in Korea that has whole classrooms share the same or similar projects.  Interesting case, but not spam.

Would it be productive to flag a somewhat famous Scratcher who spams constantly? (I won't mention any names.)

Spam is spam.  It's like weeds...if you don't flag it and root it out, it just spreads  smile
