Nope, I don't think that's spam - just a project from Taiwan! Often schools will have their students create and share a bunch of similar projects. It's not spam though.

spam it's an intresting word, does this mean comercials are spam on tv, spam can actully help somtimes it kinda makes tv shows better

Commercials on TV have paid to be there, and are not spam. Besides the pay, there's room for them on the commercial breaks.
There's a place to advertise projects, and it's not other projects.

That actually isn't spam. As near as we can tell, it's a school in Korea that has whole classrooms share the same or similar projects. Interesting case, but not spam.
