Probably, since I heard that if you delete a project and upload another with the deleted project's name, the comments are saved.

or uploading it with a different name, ive done that on accident once and it removes all your project notes

I did it before by accident, its true. There was this contest entry, I uploaded and named it "My entry" and then, I upload another entry that has the same title and it has the same comments on it.
