I would assume that this is the official stance. Most comments posted by Scratch Team members discourage involvement when dealing with someone acting inappropriately, and encorage flagging instead. For example, here:

A kind of related question -- when a person becomes a moderator, do the scratch team and previous mods have an email or tutorial ready upon welcoming just like with curators?
