Nice! The head looks a bit akward though but I really love it! Definately give it an evo.

If you want mindless complements, skip this. But if you want to get better, then prepare to have you sprite ripped apart.

The lighting is odd. Very rarely does something light up to down like that.
You should put the highlights at parts that stick out, such as it's stomach and face, instead of "Top to bottom".

I only modified your colors a little because I liked the color choice, but it could use some darker colors.
http://www.iaza.com/work/100515C/Grator84305.PNGhttp://img153.imageshack.us/img153/8868/pokething.gif

I modified the intensity and added more highlights.

Could be a bit lighter, but oh well. It's a 5 minute edit.

Edit:
I forgot, I suggest working on a gray background so your colors aren't yoo light in comparative had you made a sprite used in a game, like they were here.

Yeah, if it's a starter, it should have two more evolutions.

I wanted to keep the whole "Grass Reptile Theme" (Bulba and Chiko are based off of dinos, Treecko is a lizard/gecko, and Turtwig is a tortoise.) Plus gators are pretty cool.

And Squirtle and Turtwig are both turtles too. Plus, Totodile is a Croc and Grator is a Gator.

Re: Fakemon from scratch

Never, ever dither on fire.
Here's a quick (Not so good) Example of what you could do. Uses same colors.
