My reason is something like "I enjoyed playing games, and looking at 'movies' and art on Scratch. So I wanted to make my own."

I can't blame artists for doing what they like, but honestly, Scratch in general is just a bad place to post art. If you're going to put effort into a piece of art, you don't want to post it on Scratch, because:
• There's a 480*360 limit, so anything larger than that gets scaled down and ends up looking terrible. Actually, the program in general isn't good for art.
• Websites like deviantart have many experienced artists who can give you useful feedback on how to improve your art. Scratch... doesn't.
• There's a reason for all those blocks to be there. And no, "when green flag clicked, play sound (insert overplayed song)" doesn't count.
• You'll get insulted. A lot.
That being said, if artists/animators got together with programmers, we could get some amazing projects...

I have to say, that's true. That's why I don't post art. But, as you said, we can't blame them for doing what they like.

Not quite. If I may revise the last statement:
Art is perfectly fine - but if an art project doesn't have any programming and is not intended to be remixed/used in projects made by others, it should be shared somewhere else.
I have had no problem with art on Scratch insofar that others can use it for their own projects. For Scratchers who are not very good at art, it is often easier for Scratchers to take a scriptless art project and then add their own scripts in. If someone were to upload an art project and then make a big fuss about how it shouldn't be used (which, incidentally, would be against Scratch's remix policy anyway), then I would consider having the art moved to an online art gallery site - but insofar that it is open for others to remix, then I have no problem with.
Here's an idea to think about - since much of the art on Scratch is for sharing, why not find one of the art projects, change/add scripts, and then upload it as a remix?

I agree... if there's a project that has sprite templates - even if the project has no programming - it's fine; it has value for Scratch (the value is that it is for use in Scratch projects).

I only get annoyed when BAD quality projects get front paged and then complimented. Examples... (no offense to creators):
Short design studio projects (not ones that took time, just a quick game/drawing/animation)
Most of doody's projects (again, no offense, but you have to admit it's kinda annoying, you know how quickly you make your projects)
