I think Photoshop is overrated, GIMP is all you need and it wont set you back $150.
Anyway... I think a good program for beginner spriters would be Paint.Net if you use Windows.

How do I use paint.NET?

I got a tablet, Corel Painter Essentials, Photoshop Elements, and some other editing program brand new for just $80.

Then you got a very good deal, I'm guess you get that from a personal seller? Because if you want to by Photoshop Elements alone from Adobe store, its $150.

You can also make animations, logos, and sprites, etc.
I've never used it for photos though I'm sure you can use it for them.
