gimp is a bit hard to use, but it works on mac, windows, and linux. on a windows i recommend paint.net, on mac gimp, and on linux i would say kpaint (i think thats what its called)

You can also make animations, logos, and sprites, etc.

I've never used it for photos though I'm sure you can use it for them.
