Around the upper-right corner of the 'forum' area, there's a button that says "Post new topic". I can't really describe the location, so here's a picture:
There's also another button at the bottom-right corner.
Oh - you were very polite. You showed that you knew what you were doing and you asked nicely. Some people just post saying "How do you post a topic?" without saying anything else. Nice etiquette.

Yeah, that's really annoying... those people know that the word is censored and that it's silly to get around the filter, yet they do it...

I've never seen swear words, but I have seen other bad words with @ in them.

People do number four to me all the time! How do I stop them from writing random things when I want them to stay on the topic! It is a bit on the topic, but its only about if I spelled someting wrong or if its in the wrong forum or whatever. How do I stop it?????

It's practically impossible to stop... You have to be lenient most of the time.
If it's getting serious, report the topic post and ask a moderator to come in and fix the problem. Explain the situation well in the report.

so when you click report, will it ask you for a reason or something? i'm not trying it just in case it doesnt.
A tip to add:
don't post new replies to update an old post, click edit or delete your old one (better to edit, but use your common sense).
i know it's obvious to most people but as someone said earlier a guide should have the obvious stuff in it too. else, what useless guide is it? jk

Yes, the report button asks you for a reason. That way, if a person reports it, a mod can see what made the person flag it (and make sure that it's not just an "I don't like this user, so I'll flag all their posts" type of flag)

There's a section on the Report button - you can read that. As Wolfie said - yes, you have to explain what the problem is in the report.
And I added your tip to the Tips section.
