There has been much controversy over whether art is for Scratch. Here is a simple quote from Andres that could help clear all confusion.
He has clarified that Scratch is about programming AND art.

Well one thing i have to say bout programming and art....YOU ALL ARE TAKING THIS TOO SERIOUSLY
I mean this is JUST a website...its not like a rule or law...One thing i think is that for people who think this website is only for programming are jealous that they can't draw as good as people who got well known on this website because of art. And vice versa.

Andres was probably referring to Interactive art.
Notice that in the sample projects when you download, there is not an art folder, but an interactive art folder.

@illusionist: I'm pretty sure Andres knew what the argument was about, and the argument was about plain art. You can ask for a clarification if you want, but until it's further clarified, I'm assuming he meant all art.
