Actually I do, but how are you going to categorize them? Is there some option in this forum style?

Scratch is using a forum software called FluxBB.
FluxBB is open-source and therefor easy to customize if you have good PHP skills

Well, it is possible for seemingly off-topic threads threads to be Inspirational. Take the off-topic you suggested earlier ("Look at this funny video OMG!!! It's so funny" as inspirational"). Someone could turn that video into a Scratch animation. Maybe a person designs a game based off the characters in that funny video.
Topics that ask for inspiration help do need their own forum (hence my call for a 'Project ideas Help' section). But being that off-topic threads (such as "Recipe Book", "Weird Dreams", Pokémon-themed threads, etc.) have a merit of being inspiration in their own right, it doesn't make sense to completely boot them off the 'Inspiration and More' section.
But I think I see where you are going with the idea of making less categories and denormalizing the layout I was suggesting earlier. Your idea for an 'Inspiration & Collaboration' section would cover requests, collaboration help, and project ideas help. 'Off Topic' covers topics about non-Scratch games, non-Scratch community talk, and other non-Scratch related threads that do not fit anywhere else. 'Debates & Opinions' would, well, cover debates and opinions. Is this what you had in mind?

Yes, but the purpose isn't often inspiration, and if the poster wants other users to look at the video, I think that more people would look in 'Off-Topic'.

Yes, that's what I had in mind
In my opinion it would be a little too messy using many categories, and besides you Forum Moderators don't have to move as many topics if there's less categories, if you know what I mean ^^

I Think its a great Idea! iT would make a lot of sense to! 2 problems...:
1) A LOT of categories for moderators to moderate
2)Complicated to make....(I think..)

About the problems:
1) I was thinking about the moderator issue, too. When it come to this, it's a bit difficult to foresee whether or not more categories may make the moderators job harder - more categories may not have much of an impact on the moderator's job at all, who knows? I suppose if it does become harder to moderate, perhaps more moderators could be hired.
2) I think it would be fairly easy to implement. One solution would be to have the old 'Inspiration and More' forum section closed down and archived while simultaneously creating and implementing the new forum sections in the process.

I do not agree with closing the old ones.... Or at least the ones that are still active...

I actually think this is a good idea, with there being such a variety of topics in the Inspiration & More, it can also be hard to tell what a thread is a about at first glance
Of course, if this was too be done, there may be a few problems at first as there are with any new thing. But I think these would easily be solved and it would be a lot tidier

I still think that it should be divided into just three categories (If that was what I thought before)
But if inspiration & more is divided into many categories I think you should at least hire one more forum moderator (I would suggest Jonathanpb)

I don't know about an election, I think it would be better if the Scratch Team, with help from the moderators could choose one.

For the moderator position, does the moderator have power over only the new forums, or the rest of the Scratch Forums?

Or would it be this:

And then when you click on it, you're taken to a page where it shows you the individual forums?

If the first layout was ever done, perhaps it would be better if "Other forums" was replaced with "Inspiration"? Considering Inspiration & more is the only other forum.

In Cheddargirl's suggestion, Inspiration & More isn't going to moved to a new place like TBG.
So the one who would be chosen would be moderating all the forums (Except for TBG).
