We all know about the 60 second rule; where you can't post twice within 60 seconds. This is here to prevent spamming, which is understandable since we don't want spamming on our forums but it is quite annoying.
I have thought up two suggestions on how we can stop spamming and reduce the annoyance for everyone.
The first is to reduce the time to something like 20 seconds or 30 seconds. This is more reasonable and will still be a big enough time to disencourage spammers.
The second suggestion is to have a similar rule with the signatures. You need over 50 posts to be able to use a signature, which is a good rule. This could be implemented into the 60 second rule; if you have over 50 posts then the 60 second rule is reduced or removed completely.
I hope you agree with my suggestions

It takes like 30 seconds to browse and 15 seconds to type something

Mr_X, supposing what you're saying is exactly true, then it's as if there were no rule. Every time they wanted to post, the forty-five seconds would be up.

I really like your second suggestion, because most spammers would give up on trying to reach fifty posts. Fifty minutes required at minimum, so we're very safe... unless they take their time.
For your first suggestion, we have to be careful. Making the time limit too small would be easy for the spammers; they can just skid along and place posts as they please. No, because the next thing they'll do is reach fifty posts (assuming your first suggestion gets approved) and "party". The only solution is to ban them. *sigh*
But isn't a minute a nice, solid amount of time?

Thirty seconds to browse, and fifteen seconds to type a post. 30 + 15 = 45. That makes the time limit.

I was thinking why not ask the Scratch Team directly to reduce are times, that way there is less likely chance of people spamming to get 50 so they can spam faster. But if you start to spam, then your time limit will be increased. What do you think?

Neither do I, and I get hit all the time. I open multiple tabs then post in 1st then 2nd then 3rd until I post in every tab or so. So I can get hit so many times I accidentally loose a post every once in a while.

I think it's best to put it technically.
The average time to find a topic to spam in is 10 seconds (if you have nice internet speed).
The average time to type your message varies. If you can't touch-type and you're sending a long message, you won't have to worry about the 60 second rule. If you can touch-type, it'd take about 30 seconds. The smartest thing to do here (for the spammers) is to use Control + C and Control + V. The first copies something, and the second puts it down. In this way, you could type a long message in a second. You type up the message earlier, highlight it, and press Control + C. Then at the post area, you just click in the typing area and press Control + V.
This adds up to approximately 20 seconds. Of course, if you weren't using the Control + C and V, it'd take like 30 seconds.
You can't just expand the time limit by five or ten seconds... that's too easy for the spammers. And if they type really slowly and aren't using the shortcut, they won't have to worry about the rule at all. So it's best to give 20 seconds of a delay... and to be safe, you can make it 30 or 40.
If you are typing a reasonable post (like this one), you probably won't have to worry about the rule.

Except, if we do it so it's 20 then they have enough time to do the post. I like my idea though.
