Well that's just a mod of Scratch, so yeah, it'd be pretty close.
I'm trying to think of a language similar to Scratch that's not covered in that article linked by Cheddar. Looks like it covered just about everything though.

Though that article also mentions languages that aren't so similar to Scratch, such as Pascal, Python and a Java library.
The "closest" languages to Scratch would be those that also use blocks as a means of scripting: Stencyl, Snap (ex-BYOB), App Inventor, Alice...

There is a program Very similar to scratch (but more blocks) i am alpha testing. But it is in alpha so I can't tell any more. (and it is not Scratch 2.0)
A fully release closest programming language to scratch is Stencyl, it is like scratch but you can make i phone games and stuff!
