The search in google block "infinite search" problem could be solved if it didn't open a new tab but replaced the window containing the project.
You don't need google's permission i don't think otherwise they wouldn't have made it so easy to do http://www.google.com/search?q=<parameter>
However it probably won't be implemented as someone could use it to search inappropriate stuff or search a virus site.

it would be neat if the url block could be implemented and only be usable for scratch pages, eg the wiki, other projects, etc. then i wouldnt have to haphazardly toss links into the project notes.

Actually, it isn't the equivalent. Having a person's browser go to a website can cause the person's computer to be infected with a virus, and their password could be phished somehow. Also, the ST can at least control what's on the website; they can't control the whole internet

I'll give you 5 reasons why this block in particular could be used for hurting people:
1. search [pornography] on [google], search [swear here] on [google], search [computer virus] on [google]
2. forever search something (crash someone's browser)
3. Sometimes, even when you search something that shouldn't bring up bad stuff, bad stuff comes up anyways. Also, some sites may contain malware, inappropriate advertisements, swearing, etc. even if most of the site is okay.
4. Things like LOLCats are usually appropriate, but sometimes they can have things like bad words in them.

my opinion on this function is that it would be safe if only scratch-related pages were allowed.
otherwise it is dangerous to be able to link anywhere. even though you could flag the project, viruses/malware/whatever else should definitely be avoided.

You know how when uploading a project you may have something in the project notes bad and Scratch denies uploading? Possibly do the same with blocks. It'll be a little more complicated.
For instance, I put:
forever search [inappropiate content] on [Google v] end
Something like this shows up.
Error: Cannot upload for the following reasons:
inappropiate content has been detected
forever block overloads browserWhen these problems are fixed, try uploading again.
