Ok, I don't know if this works in Windows 7, I know it works in Vista.
Go to games, open inkball. See the score thing at the top? How similar is that to the large variable monitor on Scratch?
Is this merely a coincidence, or could this mean that Microsoft used a custom version of Scratch to make this game? The pen blocks mean that Scratch would be a great tool to make a game like this.

Edit: It may be that the large variable display in Scratch and the score display in Inkball are built into Smalltalk-80, so they would be the same/similar.

I don't think it was made in scratch
It has REALLY good bouncing and the pen marks erase when you hit them, plus the old pen mark disappears if you have about 50 or more

Just because I'm a huge Apple fan (and not a fan boy) doesn't mean I agree with everything they say or do; I'm strongly against the current patent system and hope people don't automatically think I'm all for Apple just because they're Apple.
