Yet they are a small portion of the community and are advised to have strong passwords.
Sp are all people, besides, "hacking" is just a hyped up word that means very little. A spammer isn't going to bother trying to passguess a mod on a relatively small site when most passwords are 7+ letters, and 40^7 is not easy to macro guess.

I think that there should be some sort of rank like this (not so keen on the name) but that requires manual upgrading and is decided on a case-by-case basis, like with, for example, the Collab Counselors.

How is Kaj significant? Many users have made claims/threats of hacking the site, and never done anything. I don't think Kaj is more important just because (s)he is more infamous.
