I don't feel it's morally correct, and I think it should be illegal as it's stealing someone's intellectual property. However, I don't think there should be huge consequences, or even jail time. They should have to pay however much they stole in damages.

Not everybody who pirates is in jail because not everybody who pirates is caught.
Jail time HAS been a consequence for pirating, which I think is unfair. I think that jail time should be limited to stealing things of large value and crimes that hurt people (murder, assault, etc).

Simply downloading illegal files is not punishable by jail time, as it is a civil offense. I think that you can go to jail for the felony offense of distributing copyright infringing works, though.
