It takes less than 10 seconds to close a topic. Often no more than 5. Then, it's just writing the closure post. I think the most common message is "Closed by request of topic owner."
It's really not so much trouble at all.

That's after the mod receives the report. The other problem is that it sometimes takes over an hour before a mod is online to read the report and close it. In that hour, people can still post.

Yes, and that can make it take even longer to close topics. I think you should be able to close your own topics because it happens instantly.
