Once they get it completely finished, instead of using flash in which completely cripples 40% of the users (which use mobile devices or tablets), they can have it in HTML5. This way, 99%-100% of Scratch's users will be able to use Scratch online on most any mobile device/tablet or computer!
Why do this?
Like I said, they are leaving 40% of users in the dust by making Scratch 2.0 in flash. They are also killing their Search Engine Optimization, Google doesnt read flash. And how many times do you really want to download an update for flash, there's a new one practically every week, it's almost as annoying as windows is! Recreating the flash player for the project viewer would be just as easy as well!

swiffy only supports AS2, and Scratch uses AS3

Do you really think that 40% of users currently use Scratch on Tablets and mobile devices? Tablets aren't great for Scratch projects - and of those, only the tablets running Apple OS are affected; Android, Unix and Windows based tablets will be fine. I would say that most Scratch users create their projects on computers (Mac, PC or Linux) which will all support flash.

I started one, and I got pretty far. It read in files from the Scratch alpha, and parsed them. I can upload it sometime.
