whilst the graphics for the menu and intro were brilliant, the levels themselves were just a grey box with some red lines. I'd say 8 1/2 for graphics because of that, but still VERY high!
also, perhaps speeding up the fade in/out transitions, because with it being so slow, it slows down the pace of the game, and whilst I enjoyed the effect it had in the intro, during the game itself seemed to make it drag and add artificial length onto it. so perhaps that would affect the scores too.
Other than those minor flaws, well done!
Generation:4001 Build a beautiful city, with over 50 objects and over 10000 tiles per city! This simulates traffic, pollution, tourism, crime and more!

I understand that point about the graphics - however, I believe that in this case, the simplicity of the graphics is perfect, and I don't think there are any improvements for them due to this. The graphics, although simple, perfectly suit the game, and that's why I gave them a 10
