Yes, reporting the post is what you should do. Probably anything over a month is too old, but every once in a while there are exceptions.

Do what gettyburg11 says. A mod will take care of the issue from there.

What about duplicate posting? I mean, let's say you wanted to talk about something in RaP that has a post, but it's really old. Do you make a duplicate or necropost?

I'd say duplicate.

If the other topic is more than a month dead, or past the 5th page of the forum, make a new one.

I think necroposting is all right if the discussion can be continued--for example, if it's a smashing discussion about a book or television show. However, if someone asked how to uh, heal their carnivorous plants for example, months back, necroposting is blatantly useless and the post should be reported.
