So often I feel like giving a short message when friending someone, like "I though I added you a long time ago...", or "You rock!", or even just "
". So I think it should prompt you for a short message when you add someone to friends.

Not really; people would just remove the user from their friend list, add them again, and they'll get to send another message. It'd be a bit long-winded, but it'd still happen.

Believe it or not, some scratchers would use this as a private messaging tool. This would bring censor issues, the need to monitor friend messages and I think it would've a violation of COPPA's law of how minors on the Internet can act and what privileges they can have.
I don't think it'd really be worth it. Instead, you can just stop by one of their projects and leave your message there.

Instead of giving up on the idea, though, why not come up with a better solution?
How about instead of a user being allowed to type whatever they want, they could choose to send one of the 1-2 sentence pre-determined messages when they friend them. Some of them could be "Hey, I'm [automatically fill the user's username] and I'd like to be friends!", or "What's up? I'm [automatically fill the user's username]".
