I've seen a lot of times where in forums someone says that they're going to email the scratch team about an issue. I think that instead of email there should be private messaging the scratch team about a personal issue with scratch, something that can't be discussed in the community, and so on.

Yes, but it would be more convenient for people who don't have email, or never use email, or don't want to share email with anyone other than people who they know personally. Also it would be better to be able to press a button and put the problem then having to log off, log in to you're email, copy and paste scratch team's email, and then write whatever you're contacting the scratch team for.

Well, it is a good idea and can help the community a lot. But there are people who are likely to spam all the ST members because they don't need an email.

Parents email also. Plus, if you're under a certain age, your email is optional. Just your parents email is needed and some parents dont want their kids using their email.

Well, the Scratch Team is thinking about something like that with the coming of Scratch 2.0.
One of the big issues with the e-mail system right now regarding bans is that e-mails can end up in the spambox, or the e-mail address given is invalid/doesn't accept messages such that the Scratch Team's replies do not get delivered. Additionally, e-mails are easily spoofed. There is actually some kind of push to have some kind of in-site messaging for bans to prevent those issues from happening with ban appeals.
I can't really say much about the other issues outside of bans, though. It's something that's still in the works, so there's still much talking to do before the push to Scratch 2.0 is finalized.

To solve the spam: they could make a time rule like the 60 second rule but a much greater time (like an hour or so). They could also make it that New Scratcher's (unless banned) can't use it.

Actually, whenever the ST gets a message that could be easily asked in the forums, the ST usually send a reply asking them to go to the forums, I don't think that behavior will change regardless whether or not e-mail or a PM system is used.
The problem with e-mails is that it can be faked or spoofed (or even messed up because of typos), the ST often get messages from invalid e-mails, and a lot of them get pretty angry and nasty. Not to mention that the Scratch Team's e-mail could be spoofed to look like the ST was doing something bad - same can also be said of people spoofing other people's e-mails to send angry messages to the Scratch Team.
One thing I really do like about having some kind of PM system for some issues where ST involvement is needed is that it makes it easier to track down accounts - with a PM system, the Scratch Team would know exactly who sent the message, thus putting pressure on users to become more accountable for what they send to the Scratch Team. Additionally, instead of being worried about sending an invalid e-mail address or keeping on eye on your inbox and spambox for a reply, you are pretty much guaranteed that messages are sent through - you just simply log in to check for a reply. And no more spoofing stunts. Perhaps that means less spam and less angry anonymous messages coming into the Scratch Team's inbox.
Of course, given that there's a push for a PM system for ban appeals like I mentioned before, maybe this is less of a suggestion and more of an idea undergoing review and revision.
