I opened up some of the frontpage animations in Scratch and noticed how they don't use a timeline but instead actions to indicate movements and whatnot.
I was wondering, how easy is it to recreate a high-quality flash animation in Scratch considering this is a software for making games? is it easy or difficult?

It's very easy.
In fact, animations are easier to make than games, just they use some different functions.
The best way to learn is to download a (good) animation and take it apart. Learn how it works, 'ya know?

Animations mostly use the costume blocks, wait block and glide block.
