Its less that 100 MBs in size, It may slow down you computer a bit if you have it running, but not noticeably if you have a relatively good computer.
It is technically Image manipulation software, but it is especially good for making banners, sigs, and logos, I actually prefer in over Photoshop CS5 in that regard.

Usually around 30-60 mins, but some of the more complex ones can take up to 3 hours..
Time flies when you are working on something though, an hour feels like 10 minutes.
