The easiest way is to get this free program called 'Img2Icns', put in the picture, create a new folder with the image, go to 'Get Info', click on the icon of the folder, copy it, go to another folder or app, get info again, then paste.
(That's for a Mac, I have no clue how to do it on Windows)

Don't worry you can do it easily in windows.
Right-click on the icon whose picture you wish to change.
Select "Properties" from the pop-up menu.
Switch to the "Shortcut" tab.
Click on the "Change Icon" button.
Click on the "Browse" button and browse to the location where the desired icon is located.
Select the icon.
Click "Open" (or "Ok").
Click "Ok".
Click "Ok".
