I think veggie wants an icecast server. This website doesn't appear to have icecast, just shoutcast.

1. Fastcast4u is Shoutcast and 64kbps. NOPE.
2. Listen2MyRadio doesn't work for everyone, only random select people throughout the world. NOPE.

Ok, well I don't know what we're going to do about my server not working, because my IP didn't change or anything, and I'm still stuck on stream point. I feel like such a noob.

No. The first one starts with 192.168, so I know it can't be that one, and the second one is different. Do you want me to hamachi, or email you the second one? (You do need that one, right?)

Goto your router settings and set it to accept a virtual server on ur internal ip , or forward a port to your internal computer port . simple as that , though i would suggest NOT to use ur home computer as you might get attacked by some notorious people over the web which gain pleasure in making people cry   sad
