What language is one step up from scratch? I think it's python, as it is very easy.

HTML 5 is just HTML with a few added tags. If there is any chance that you will ever try to write programs and not websites, go with Python or (less recommended) Ruby.

I jumped from Scratch to C++. For me, C++ was my next step.
I think the next step really depends on the user and how they want to use their programming skills. I've seen some some jump into something like Python and C++ if they just want to learn a programming language for various usage. Other times I see some jump into Stencyl or GameMaker if the aim is game design only.
