If I see a topic and want to contribute to it, I don't see why it should be locked. I think we should be able to post a topic without worrying about it being locked, but that's my opinion.

That's not the correct answer.
They get closed when they are inactive. But you can report the topic to get it back.
Also, it stops necroposting.

The majority of my posts are in “All About Scratch”.
A good place is Show and Tell. That’s loaded with topics, and everyone REALLY wants you to post.

No, they don't get locked because of flamebait. They close topics because of flamebait sometimes, not lock.

What kind of locked topic are you talking about?
Some topics get locked if it gets too spammy or too heated; obviously those topics get closed to prevent users from contributing to the spam or flames (whether or not these topics get re-opened depends on the willingness of the users involved to stop the behavior that degraded the thread in the first place and the content existing in the thread already).
But on some forum sections, inactive topics get locked automatically, this is to prevent necroposting. On topics where autolock is not in place, evaluating whether or not a topic should be locked due to necroposting is done on a case-by-case basis (for example, bumping up a thread about an unsolved bug error to post a fix is okay, bumping up a thread about a bug error that has already been resolved is not okay). If you own a topic that got autolocked due to inactivity, you can always request to have it opened again by hitting the report open and leaving a note for the topic to be reopened.
