This is the Alliance, an army/group which brings Scratchers together and makes Scratch a friendly place. The Alliance is also fun and includes increasing your rank.

The Alliance is always working o this is technically an army, but it is named the Alliance, so that armies could join. The Alliance is against bad things such as spamming other armies.
