Yes. Both the JRE (to play Java) and the JDK (to program in Java) are free.
Install JRE

Yes. You can also buy it for a whole lot of $$$ with Python, Perl, Ruby, PHP, and several other free programming languages. Macs come with it, I mean, XD.
