You're looking for a permissions plugin. I personally use PermissionsBukkit as it's pretty simple to use and configure once you get the hang of it. Also, it'll let you give users different groups with different command permissions as well as build permissions, so try it.

Edit: Oops, you added "not permissions". Well, there's nothing else out there that can help you then. Most people expect you to just use permissions. It might look tough to learn at first, but it's pretty easy to use. If you need help configuring it, ask me.

1.) I havent left you guys 

2.) We have the prefixer plug in so i think permittions will be a problem + we already have it.

Could you go on our server (ip in my sig) and explain dystroyerx how to set it up and all

You mean SimplePrefix? That won't cause problems- it's designed to go with a permissions plugin. In fact, you can't use it without one. I can't go on and explain today (probably tomorrow though) but there is a PermissionsBukkit wiki that really helped me.
