Hosting? powrhost.
Website creating? webs, weebly, (I know you said not that, but it IS good) and yola, though I haven't tried it.

I've been happy with 000webhost, but I've recently started to use dropbox linked to a domain. (16skittles.tk)

I used to do that! But u have to code it yourself, or u could just get the code from weebly

I was thinking "man, why do I have to learn PHP to make good effects?" but then I said "screw PHP, I'll make an image that looks like a web page"

I would code it 

If you're interested, first download dropbox, etc.
In your public folder, create a home.html file.
Right-Click, go to dropbox, copy public link (You will have to do this for each page you want to add)
Go to dot.tk or another domain registering service (dot.tk is the only one I've ever used, because it is free and no subdomains)
Set up your web site, and make the home page the public link that you copied before
Go to yourdomain.whateverending and you should see the web page!
Every time someone logs on to the web site, they access the public files in your dropbox folder, meaning that it's free, completely customizeable and everything

google site is good

IDK what of these have ads.

You can choose to make a website with their easy editor, or you can use your own CSS. It's really nice! You can simply add your own text, videos, pictures, html, and more! It even comes with several free apps you can download, such as a calender, news, pictures, webstore, mobile and more. The only bad thing about it, is it has ads.

As far as I know, no ads, instead of ads, it has a link that says, "Remove Ads Increase Performance". No ads show up.
