You can.
Go to paint, go to the help menu, click "Help Contents", then click, uhh, Options I think, it should be there, and then click "Jump to URL". Then you type in a website WITH http://www. at the beginning.
It doesn't support Flash or Java, but I heard that you can search Google "Youtube test tube" and click the first result that's from Youtube, and then there should be an option to use the experimental non-Flash player.

And this little trick worked on most of the computers in Japan! Some computers didn't bring a floaty thing but a right click did the trick. I guess windows key + R would have worked as well
Wait one second, was it really Win XP or did it just look like XP? If it just looked like XP, then I have seen the same internet kiosk in a laundromat.
