I dont think there is such a way
i think google's Sites would allow you to attach a file, but I havent tried doing that yet.
BTW: if you try google Sites, the files have to less than 10MB?

Ok, I had teh same problem till someone pointed something out to me. Go to freewebs, and click on "Edit my site". A new toolbar will appear right below that one. Manage files is second on the right. Click it, and choose "single file uploader" and just make a link to the location, and people can download.

if you want people to dowload when they click on image, you can assign that URL to the image on the page.
