you need a keyboard, a cable, and some fancy program

i dont make music, so i dont really know

I don't make techno, but some tools that I've used that could be used to make techno, I believe, are Hammerhead Rhythm Station and pxtone collage

The only free program i can think of is FamiTracker.(download here!) It is 8-bit and i love using it (although all my songs are flops). Even though it is only 8-bit there is actually quite a lot you can do with it!

When you first start it, however, it looks really confusing. Might want to check out some tutorials first.

famitracker is really hard to use though compared to something like pxtone collage :\
