I think it's a way to show that if someone repetivly makes accounts someone else(a mod) can see that IP address is the same.

Site administrators can always see their visitors' IP addresses; your IP needs to be at the very least public enough for the web server to be able to send you the pages you ask for.

Usually when admins add your IP to the pages you're seeing it's in an effort to remind visitors that their actions are not entirely anonymous (even when not logged in). This can help to restrain certain behaviours.  smile
