dude that's your internal ip not your external ip
if you forwarded your ports go to whatismyip.org and tell us what it says

if its on your computer you can only connect to it by connecting to localhost

I probably didn't....
i entered my IP into the url and it went to the verizon page and idk the username and password

I had problems like this when I was trying to get my server running. The problem was web filtering software on my computer. Didn't you say over Skype (while we were working on the Play n' Chat LP) that there is web filtering software on your PC? Try getting your dad (or whoever knows the password to the software) to allow the MC server through as an exception.
