Spam, or not spam, that is the question...
Ever seen a comment, forum post, project, etc. which you think may be spam but your not sure?
Here are some questions you should ask:
1. Does it have any meaning, if its random letters and/or numbers, this is almost an automatic spam UNLESS it is really a code. So if the forum topic or project has something to do with a code then this may be a code.
2. I it a copy? This one is one of the hardest ones, it really only is for scratch projects.
A. Check the number of scripts and sprites first, if it is different, then stop else, continue...
B. (PLEASE GIVE ME A LINK TO THE TOPIC!) Try using lightnings remix test to see if the project is exact, this does have some glitches so, if it is different, then it is different, other wise, carry on...
C. MANUALLY CHECK ALL COSTUMES SOUNDS AND SCRIPTS ON ALL SPRITES, if anything is different or added, then don't report or post that it is a copy, if they are EXACTLY the same, then report it and give a note that it is a copied project and is spam. 
You did the right thing.
3. Is it positive? If it is a post or comment which simply says, THIS IS USELESS or FAIL or WHY DID YOU PUT THIS ON? etc. Its spam, unless it shows some kind of respect to a player, then it is not spam. Otherwise report it.
Should someone either sticky this or make a better version so people will see it, I want everyone to know these rules, otherwise they may be too afraid to report something.

I have a question
What if you want report somebody's post and then it really is bad and then it gets removed.
Does the Scratch Team tell that person who reported it? Or notify them that it got removed?

No, the Scratch Team, and/or moderators, do not respond to reports, though if you say why you reported it, and in that ask them to tell you if it should have been reported, I'm sure they would post on a project or something, but otherwise no.
