It technically is (through one of the stickies on the Miscellaneous forums).
The TBG doesn't really have much relation to Scratch (it can be considered it's own community to some degree), so there's no real need to advertise the TBG link that much.

it would help reduce people making tbgs in miscellaneous and other forums though, as it would be much easier to see.
