You could upload videos, but that requires for upload permissions (you need to apply for it) or an invite (someone who has upload permissions already needs to give an invite to you). The dA staff is pretty strict about what what content can and cannot go into videos (since dA is not an educational site and somewhat commercial-based, there are some aspects of Fair Use they cannot apply, unlike with Scratch), hence the need for uload permissions when it comes to videos.
