Problem 2: JPEG. Use PNG as it is lossless.

But the AA is what's causing the problem, and you can turn that off in Paint.NET. It's just an option.
If you really wanted XP's version of Paint, you could install XP in a VM.

He didn't, but "not stupid enough" isn't much to go on. I figured that since the main major change from XP's version of Paint was adding anti-aliasing to the pen tool, which makes the lines look smoother, that was the issue he had with it. Maybe I shouldn't have made an assumption, but it's not like there's any harm done if that wasn't it.
